Dr Phil Clare

Council member – Research England

Period of appointment – four years, from April 2018 to March 2022 and extended to March 2023.

Dr Phil Clare is the CEO of Queen Mary Innovation (QMI) Ltd, a wholly owned subsidiary of Queen Mary University of London. QMI supports the University by using commercial tools to maximise the impact of research, including through licences and spinout companies, as well as supporting the wider innovation ecosystem within and around Queen Mary.

Phil worked previously at the Universities of Oxford, Bath and Bournemouth in a variety of roles related to research management and commercialisation, and for the UK Research Office in Brussels focusing on European research funding.

He was a board member of PraxisAuril, the association of Knowledge Exchange Professionals, for 15 years and has previously been on the board of the Association of Research Managers and Administrators (ARMA). He is a registered technology transfer professional (RTTP) and a Member of the Institute of Directors (MIoD).

He is also a director of Fluvial Innovations Ltd, a student startup. He has degrees from Kings College London (BSc), the University of Bath (PhD), Bournemouth University (MA) and Oxford University (MBA), representing a very broad range of university experience both as a student and as a staff member.
