Who will be affected

Potential impact

The reduced ODA allocations will affect every UKRI council, including Innovate UK, and will have whole-system impacts in the UK and overseas.

We are working with all those affected within UK higher education institutions, institutes and businesses to explore how best we can proceed.

Our aim is to maximise the benefits, capabilities and partnerships developed through ODA funding to date, within the constraints of our revised budget allocation.

In addition to the above letters, we have also written to other groups as follows:

Newton grant holders – 31 March 2021

  • A brief update explaining that UKRI is continuing to assess the impact on individual Newton grants and we will be in touch shortly with more information.

Interdisciplinary research hub directors – 31 March 2021

  • In line with other grants, this letter asks directors to consider the three options of termination, reprofiling or making an exceptional case for a small amount of additional funding, and to respond by 23 April. UKRI aims to issue formal termination notices by 7 May 2021 and apply financial adjustments to continuing projects by 31 May 2021.
  • These deadlines are later than other GCRF funding to reflect later date of this letter.
  • This letter acknowledges that some aspects of GCRF Hub grants may require a different approach e.g. where activities are governed by specific ethical or legal frameworks.

Overseas Higher Education Institutions Vice Chancellors, copied to Principal Investigators – 31 March 2021

  • In line with other grants, this asks institutions to consider the three options of termination, reprofiling or making an exceptional case for a small amount of additional funding, and to respond by 23 April. UKRI aims to issue all formal termination notices by 7 May 2021 and apply financial adjustments to continuing projects by 31 May 2021.
  • These deadlines are later than other GCRF funding to reflect later date of this letter.
  • This letter includes individual, specific details of UKRI’s previous level of commitment that would have been expected prior to the reductions, as well as a new reduced indicative cap on the funding available.
